Heat oven to 350 degrees
In a small bowl, mix together the flour, baking powder, baking soda and salt. Set aside for later
In a stand mixer, fitted with the paddle attachment; cream together the butter and both sugars.
Scrape down the sides and add in the eggs one at a time to incorporate them into the sugar and butter mixture.
Add in the vanilla and 1/2 cup of the melted caramels
Slowly add in the flour mixture and mix until just combined
With a wooden spoon mix in the chocolate chips and the swirl in the rest of the caramel, refrigerste for 1 hour
Scoop them with a 1 tablespoon scoop and bake them for about 11-12 mintues. Press them down half way through cooking.
When you remove them from the oven, sprinkle with the sea salt
